The work is a project for the legal registration of a private Museum of Contemporary Art in Bulgaria (MUSIZ). The artist invited attorney-in-law Radoslav Parushev to assist him in acquiring a permit for such a museum. The procedure reached an unexpected dead-end in a conundrum of legal regulations, related to the definition of the term “cultural value”. Currently this definition excludes any work of contemporary art. While the law is equivocal, a by-law regulation issued by the Minister of Culture ascribes “cultural value” only to traditional forms of art as well as to works of art that have been created more than 50 years ago and cost more than BGL 300 000 (150 000 euros). The entire process of the application, which involved the establishing of a foundation for public benefit and other legal actions, is explained by the attorney in the video.
